Licence fees

Government authorities have made the business community responsible for organizsng the collection, sorting and recycling of used packaging. This is a costly arrangement, which is financed by the licence fees paid by member companies.

The Ministry of the Environment states that the responsibility for recycling used packaging rests with the companies that produce, import or use packaging: the "Polluter Pays Principle".

Grønt Punkt Norge aims to conclude agreements with individual companies to contribute to the costs of recycling arrangements for used packaging.

The agreement concluded between each individual company and Grønt Punkt Norge is a practical way of meeting the obligations to support one or more material organisation and recycling system.

Licence fee payment

The membership agreements stipulate that each member company must pay a licence fee for the service provided by the material organisations.

The level of the licence fee reflects the cost of administering the recovery and recycling of each packaging material. This is why the licence fee is different for each packaging material and why the fees change from time to time.

Companies using more than one packaging material must join with regard to each material by ticking the relevant packaging materials in the standard agreement form.

The table below shows which material organisation handles which packaging materials and who pays the licence fee:

  1. Producer or importer pays the licence fee on behalf of the packer/filler, who must also be a member.
  2. Same as 1 above, but only for specific types of service packaging, horticultural and agricultural film, construction site film and EPS for fisheries. Users of such packaging are grocery distributors, vegetable producers, farmers, fish exporters and building contractors. They do not declare the licence fee to Grønt Punkt Norge, because the declaration of this type of packaging is the responsibility of the packaging suppliers: i.e., the packaging importers or producers.
  3. In certain cases the packers/fillers may register as members if the packaged products are destined for export only.
  4. Same as,  but only for specific types of service packaging and horticultural and agricultural board boxes. Users of such packaging are usually retailers. They do not declare the licence fee to Grønt Punkt Norge, because the declaration of this type of packaging is the responsibility of the packaging suppliers: i.e., the packaging importers or producers.
