Our stakeholders
Our stakeholders are a number of material organisations - companies that arrange for the collection and recovery of the various waste fractions.
In 1994, the Ministry of the Environment and the business community (through the employers' organisation NHO, the Confederation of Norwegian Enterprise) signed a series of agreements setting specific targets for the collection and recycling or recovery of packaging waste. The agreements covered packaging made of metal, plastic, corrugated board, beverage cartons and lightweight carton packaging.
The agreements led to the establishment of the following material organisations:
- Plastretur AS and Norsk Returkartong AS (under the administration of Grønt Punkt Norge AS from 2008), responsible for organising the recovery of plastic and EPS packaging, carton packaging and beverage cartons, and for financing the recovery of all types of packaging from plastic, metal, glass, carton, beverage carton and corrugated board.
- Norsk Glassgjenvinning AS/Norsk Metallgjenvinning AS, recovery of packaging from glass and metal respectively.
Norsk Resy AS, recovery of packaging from corrugated board.
The primary tasks of the material organisations are:
1. Organising collection and recovery/recycling
Each material organisation is responsible for managing systems for collecting, sorting, recycling or recovery of their specific packaging material and for marketing the resulting secondary material. How this is done depends on the characteristics of the packaging material, but there are similarities in the various coordinating activities and associated logistics. These are described in the websites of the various material organisations.
2. Motivating end-users to pre-sort waste
Successful collection and recycling of waste depends to a great extent on the cooperation of individual waste-holders, which in turn requires motivation. Motivating end-users is a demanding task entailing a wide range of resources. Households, industry, agriculture, distributors, retailers, service companies and the public sector have separate key targets for information and awareness-raising initiatives.
3. Reporting to the authorities
The material organisations are obliged to report to the relevant authorities once a year on the rates achieved relative to the targets. The declarations submitted by members on the volumes of each packaging material they have placed in the market, and the proportion of companies participating in the systems, are fundamental elements in this reporting.
